Call Title: National Study on School-Based Violence and Child Protection in Kyrgyzstan
ABOUT ORGANIZATION
Good Neighbors is an international humanitarian development NGO founded in 1991 to make the world a place without hunger, where people live together in harmony. Currently, Good Neighbors is working in 40 countries with the focus on inclusive community development approach and child protection. Good Neighbors has attained General consultative status with UN ECOSOC in 1996. It was awarded the Millennium Development Goals (MDG) Award by International Association of Economic and Social Councils and Similar Institutions (AICESIS) in 2007.
Good Neighbors launched its mission in the Kyrgyz Republic in 2014, aiming to support rural communities in their social and economic development. Good Neighbors Kyrgyz Republic (hereinafter GNKGZ) is committed to improving living conditions in remote areas, expanding access to quality education and healthcare, enhancing the rights of children and women, and promoting economic well-being. Since its inception, GNKGZ has made significant strides in collaboration with residents and local authorities. The organization places special emphasis on strengthening existing partnerships and creating new ones. This strategic approach aims to contribute to the country’s development in line with state development programs and ensure long-term sustainability.
Currently, GN KGZ is implementing four community development projects and other collaboration projects including a multi-year rural development project funded jointly with the Korea International Cooperation Agency (KOICA).
A. CALL SUMMARY
GNKGZ supports initiatives that promote human rights and child protection, empower youth, and advance gender equality. To further these objectives, GN KGZ announces a call for proposals for the National Study on School-Based Violence and Child Protection in Kyrgyzstan and invites proposals from qualified research institutions or NGOs.
Background:
The goal of this initiative is to provide evidence-based insights and policy recommendations to strengthen child protection and violence prevention mechanisms in schools.
The initiative will be conducted in close cooperation with the Ministry of Labor, Social Support and Migration (MLSSM) and the Ministry of Education (MoE), under the technical leadership and coordination of GNKGZ.
Despite legal guarantees, many students face violence in schools, including bullying, emotional abuse, and a deeply rooted form of hierarchical violence sometimes locally referred to as dedovshina, in which older students systematically exert control, coercion, and sometimes physical violence over younger students. Fragmented response systems and underreporting further compound the issue. This study will fill critical evidence gaps and inform intersectoral policies to create safer school environments.
Objective of the Study/Research:
- Assess the types and prevalence of school violence experienced by students across Kyrgyzstan.
- Identify key risk factors and cultural attitudes contributing to violence in schools.
- Evaluate institutional responses, including those from schools, Family and Child Protection Departments (FCPDs), Juvenile Police (IDN) etc..
- Develop and present to state-actors, CSOs and International Organizations practical, actionable recommendations to improve policy and programming.
Main target groups of the project should be (other target groups also can be covered):
- School students (10–17 years)
- Teachers
- Parents
- School administrators
- Workers of the agencies and bodies of the child protection system (territorial divisions of the MLSSM - FCPDs, Commissions on children’s affairs under local state administrations, local self- governments, Juvenile Police (IDN), etc.)
Key activities:
- Conduct a desk review of legal frameworks, prior research, existing policies and frameworks related to school violence prevention
- Conduct field research in all 7 regions of Kyrgyzstan, Bishkek and Osh (using surveys, structured interviews and/or focus groups, case studies)
- Organize a policy recommendation conference on World Children’s Day (November 20, 2025) with attendance of international organizations, NGOs, national authorities to present and disseminate final results and recommendations
Deliverables:
- Data collection tools, including but not limited to surveys and interview guides
- Inception report and detailed work plan
- Draft a detailed analytical report summarizing findings and recommendations in key areas
- Conference report and presentation materials
Sampling and methodological approaches should be clearly described by the applicant.
B. ELIGIBILITY INFORMATION
Who are eligible to apply: Only Kyrgyz Republic-registered civil society organizations, non-governmental organizations, non-for- profit organizations, branches of international NGOs, research institutions are eligible to apply. The organization needs to have a strong track record and work experience in the child rights protection sector.
Who are NOT ELIGIBLE to apply:
- Individuals,
- Government organizations,
- For-profit organizations,
- Religious institutions,
- Political parties,
- Commercial enterprises,
- Private businesses,
- Organizations with incomplete or unverified legal status,
- Organizations with no prior experience in conducting researches.
C. APPLICATION SUBMISSION
Deadline for Applications: 29th of June 2025, 23:59 Bishkek Time Provided Project Proposal Form (Attachment 1) and Budget Plan Form (Attachment 2) should be submitted.
GNKGZ will provide funding for 1 selected project up to 1,571,400 KGS for a duration of 5 months. Project duration must cover all additional activities like monitoring and evaluation, reporting, etc. This call cannot support ongoing projects.
Project budget must cover all expenses (e.g., audit, monitoring, and evaluation, etc. if needed). Additionally, personnel and administrative costs (e.g., salaries, office rent) should not exceed 20% of the total budget.
Special consideration will be given to proposals which include partnership with the MLSSM and/or MoE.

The "Girls Football Club" project by Good Neighbors Kyrgyz Republic continues its mission of supporting girls in football.
Last Friday, October 6, 2023, the final stage of mini-football within the "Girls Football Club" project, implemented by the Branch, will take place at the "Champion" sports complex in the city of Bishkek. The "Girls Football Club" project was first launched in 2019 with the aim of organizing youth girls' mini-football tournaments among representatives of three regions of Kyrgyzstan. This year, the project has been renewed and continues its mission, aiming to expand opportunities and rights for girls in the field of sports.
The final stage of the competition includes the participation of teams consisting of girls from the 6th, 7th, and 8th grades, from four regions: Chui, Issyk-Kul, Zhalal-Abad, and Osh. The winning teams, each with 10 girls, will represent their regions in Bishkek and compete for the title of the winner.
"We believe that this project will give girls not only the opportunity to participate in competitive events but also to further develop girls football in our society. Sport contributes to personal growth, strengthens health, and instills important values such as teamwork, respect, and perseverance," noted the Country Director of the Good Neighbors Kyrgyz Republic Mr. Chun Hong Soo.
After the tournament concludes on this important day, a solemn award ceremony will take place, and guests from the Association of Women's Football of Kyrgyzstan are invited to attend. We thank all the participants who supported this project and contributed to its successful implementation. Our goal is to inspire and support girls in their aspirations for achievements and the strengthening of their rights.
On July 20 and 27, 2023, Good Neighbors Kyrgyz Republic had productive meetings with representatives from Osh and Batken regions to discuss the IRDP's progress. Heads of rural development departments, regional development funds, Aiyl Okmotu, committees, and IRDP partners actively participated in the discussions. The meetings focused on reporting activities in each village, addressing implementation challenges, promoting the project, and planning activities until 2023 end. Valuable insights from farmers and local villagers also played a crucial role in enhancing project efficiency. IRDP team are committed to the success of the Berekely Aimak project and will continue holding implementing committee meetings twice a year.
*Integrated Rural Development Project in Kyrgyz Republic, jointly with the Government of Kyrgyz Republic represented by the Ministry of Agriculture and KOICA, aims to reduce poverty in 30 villages over 4 years. It focuses on improving socio-economic conditions, promoting women's rights, sustainable agriculture, and advocating for rural development policies.
Professors from Chungbuk University (Republic of Korea) visited Kyrgyzstan from June 26th to 30th, 2023, to monitor and evaluate the Integrated Rural Development Project in the Kyrgyz Republic, "Berekeluu Aymak." The purpose of their visit was to assess the project's effectiveness and its impact on improving the living conditions of communities residing in 30 villages in the Osh and Batken regions.
During their visit, they inspected various project facilities, including development centers, football fields, gas and water supply systems, health posts, drinking water reservoirs, paved roads, and kindergartens. The professors actively engaged with local farmers, learning from their experiences and gaining insights into agriculture in the Kyrgyz Republic. It is expected that the monitoring and evaluation results will make a significant contribution to achieving the project's goals, playing a crucial role in project management through consultations and recommendations.
